The 2x50w fluorescents should be plenty - I wouldn't bother with the halogens, they generate a bunch of heat and the light isn't a favourable spectrum (I am right here people yes?)

Remember to keep the lights as close to the plants as possible without damaging them with the heat. The intensity decreases exponentially with distance.

Keep them damp and warm and watch them grow - when the leaves stop coming out in pairs it's no longer a seedling and you can sex the plant and decide what to do next.

I'm leaving the halogens in the heat is useful cuz it keeps the grow room warm i dunno if when the plants get big enough i'm going to have room im growing in a cupboard (painted white)about 7ft tall im growing 7plants this weekend im getting the 400w hps with euro reflector so im pretty sorted now.

btw will the light just run off the mains?

Do upload your images I would like to have a look - resize em using photoshop or the gimp or whatever graphics program you like.

Also if you could upload a (NON INCRIMINATING) photo of what you have to work with in terms of a grow room, we could give you better advice on lights etc.

its not a fair measure of my growroom yet as i dont have my hps or the reflective sheeting im also going to give it a good clean make it sterile im installing a small fan aswell
