I have found occasionolly that seeds die during germ maybe they dried out (death for seeds)
Why not start again though (I know you don't want to waste more money) Dr hemp has some northern lightz seeds going cheap apperently if you give him a ring.

Still don't give up on starting from seed. I do like getting unusual phenos like I have on with an odd leaf pattern 5 blades on oneside 7 on the other which continues on the plant.
